New York: Master Developer selected for the Penn Station redevelopment project
19 June 2026Itinera, the EPC company part of the ASTM Group — the world’s second-largest toll road operator and a leader in the construction of major infrastructure and advanced technologies — is further strengthening its presence in the United States. Through Halmar International in partnership with Skanska, has been selected as Master Developer for the redevelopment of Penn Station, in the heart of Manhattan. The station is one of the busiest transportation hubs in the Western world, serving over 600,000 passengers per day and directly connected to Madison Square Garden, the world’s most iconic sports arena.
The initiative is promoted by Amtrak, the United States’ primary public rail operator, in collaboration with the United States Department of Transportation. The station is also served by NJ Transit and the Metropolitan Transportation Authority, which operates North America’s largest transportation network.
The project involves a comprehensive transformation of the station, aimed at significantly enhancing the passenger experience through a complete redesign of circulation flows, increasing operational capacity, and contributing to the broader redevelopment of the surrounding urban area. Key interventions include the construction of a new building approximately 27 meters high, with a total area of around 13,900 square meters. The new structure will feature a monumental entrance on 8th Avenue and will welcome passengers into a large hall with retail spaces.
The new architectural layout will incorporate elements inspired by neoclassical design, in dialogue with Madison Square Garden, whose full operations will be maintained throughout all construction phases.
The works will be carried out in phases to ensure uninterrupted rail service, with completion expected by 2034.
This important milestone is part of a broader EPC project portfolio that the Itinera Group is developing in the United States through Halmar. These include the Long Island Rail Road Third Track Expansion in New York, the new Potomac Yard Metrorail Station in Alexandria, Virginia, the Penn Station Access Project, the Park Avenue Viaduct replacement, redevelopment works at JFK International Airport, and the design and construction of a tunnel beneath the Potomac River in Washington, D.C.
